The wiper motor has ignition power at all times. The delay is a pulsed ground. You could watch the signal on the LO wire with a scope. That's not going to tell you much when nothing is happening.
Or you could do it the easy way like the service manual outlines... I would unplug the column connector and test the resistance of the potentiometer in the column switch. ![]() ![]()
