Odd remanufactured steering gear help.

I got this from rock auto. The end looks different than the one that came off the truck. The original had a seal and circlip, thus has this funky rubber seal thing. Is this normal? Is it missing parts? Thanks

Seems odd, yet looks normal for someone whom is doing a protected rebuild. I dunno??? I have yet to get one that way from Cardone / Carquest.

I just installed it with that odd cover, looks like it will work? Time will tell.
