You could (and I did) make something up on your own with an Arduino and a GPS module, but the cheapest I could find SMS service was $3 a month with T-Mobil and I'm sure that's an intro rate that goes up over time, so there's no free lunch!
I called lojack and the service is not available where i live, im thinking about getting a unit that i can track myself, where do you mount the unit? it isnt supposed to be where metal can obstruct the antenna, hard to do on our old trucks
