1. Voltage Regulator (old alternators did not have one built in)
2. Maybe it was there to keep your cab corner in place, JK it is a jack holder

Here is a picture of the jack tool bag holder spring doing it's thing.......The jack handle & tools are in the bag. The other spring and bracket holding the jack in place.

Oh that's cool. Now I'm going to have to try and find an oem Jack and tools... I'm sure this will take years to find of ever lol...
