K5 rear bench seat

About to do a rear bench for a ‘79 blazer.... anyone know if the bottom is supposed to have seatbelt cutouts?

I have a '79 K5 and the seat bottom has a cut out for the seat belt retractors. You can see the cutouts in the pics of my seats:

What do the cutouts do? The seat cover I was sent doesn’t have them. Seems like the seat belt retractor would just sit on top of the bottom cushion anyway...

The cutouts are where the buckles come up thru the seat.

On my K5 the seat belt retractors sit inside that cut-out. There is a pocket in the foam and the majority of the retractor can't been seen. The retractor mounts to the seat frame since the seat folds forward.
