That is correct, the surface just needs to be wet. I detail cars, so I just found it easier to clay bar during that time. I would wash an area, rinse, and then soap that same area and use the clay bar. I would continue that process until the whole vehicle is done. Then polish & wax.
When I do my truck, I just use the detailer spray with the clay bar. I don’t actually “wash” my truck either.
