I need some easy help

For the life of me I cannot remember how the steering shaft cover goes back on the inner fender...can someone take a picture of how it goes? Does the side closer to the fender go on top of the inner fender or under? Every way I have tried so far, I cannot get the holes to line up. Thanks

It fits from the underneath side of the inner fender the upper screws go from inside the fender the lower ones go from the underneath side of the inner fender

My inner fender must be bent. That was one of the hardest things I have had to get on....but it is on and I don't plan on taking it off!
