Spare tire carrier

Factory under bed 70 GMC.
I didn't take before pic when I took it down.

Search of this site says to use the oval holes in the frame to avoid removing the bed, especially for the removable side of the carrier.

I've found pics on this site, the non-removable screw seems to go on the drivers side. I've found witness marks on the frame where the nut had sat for many years.

When I use the oval hole on the pass side, and the witness mark hole, the passenger side screw hits the exhaust pipe that runs behind the tire. I know this was not how I took it down.

Any help is appreciated.
