How do I remove the inner grill?

This is on my 1963 C10. I would like to remove the inner grill (#3 on the diagram) so I can work on my headlight wiring. Do I need to remove the bumper and whole grill or what to do first?

Iirc part -3 & 2 are riveted together. There should be bolts going through part - 1 into - 2

The bolts are inside the inner fender are, no?

Yes, thanks. #2 and #3 are riveted together, and bolts go through #1 into #2 from wheel side of the inner fender. Total of 6 bolts and it was off. There were 2 additional bolts that would have required me to remove the upper radiator support braces to access the bolt heads, but those were left out by the last person removing the grill. It is interesting that the headlight wires are paired together like household lamp cord.
