Rubber isolation. I found a location on the frame that had 3 good holes in a location that was workable. Took a scrap piece of steel and matched up the holes. Then match the location of mounts on pump. Drilled the plate. Tapped the 4 holes for rubber mounts. Bolted plate to frame. Installed rubber mounts on plate and then pump to mounts. Rock solid. No welding or drilling of frame.
Edit: Oh put a bead of rtv at edge of plate attempting to avoid moisture between the two metal parts.
