Installing a seatcover

What is the proper method for installing a walmart special? Should I just take all the old covering off,and then slip the new cover on.It looks like all the jagged edges under the seat will wear through faster,and cause holes.
Or should I just slip it on over the old covering? I know these things are meant just to cover the old stuff.Like before the seat is totally wasted like mine is.
I know it's a small investment and all but what can I do to get the most out of thing? I am going to have a seat recovered professionally,and make it nice,but I have to run this junker for a while.

I added foam where mine was missing,and then duct taped it all up and put a cover on.Laugh.But it worked and looked great.About 2 years later i had it reupholstered.

I dug around the parts trucks,and found one with decent foam.That was no easy task in itself.

The original cover is toast,I'm just afraid it will tear holes all in it in a matter of weeks.I have to have something to sit on while I wait on $$$

I had thought of duct tape,but it was just a shame to put all that MO Chrome under a cover
