I have that same motor and its an automatic choke and it plugs into the carb...but i unplug it during the summer but man it helps as cold it is now.

The choke is a bit over "choking" when it's cold it almost completely chokes the engine so you've got to give it some throttle until it warms up and the choke turns off. I'm amazed the choke even works.
