Some suggestions:

(1) Make sure you have a working heat riser valve in your exhaust and the intake passage is open. This will help your gas mileage on short trips.
(2) Make sure you have a working thermostatic air cleaner and heat stove.
(3) Get a wideband and see what your cruise and transition AFR's are. You should be able to handle 15.5:1 or so easily.
(4) Make sure you have a working vacuum advance. Consider getting one of the adjustable units.
(5) Use your manual choke or configure your automatic choke to open as soon as is feasible.
(6) Make sure your thermostat is working correctly and you don't have too cold of a thermostat.
(7) Make sure you are using a good multi-viscosity oil, no need for 20w50 like you see some old school types running. Probably 10w40 for a worn small block like yours.

I made a water/alcohol injection system similar to this (Link below) back when. I was thinking about doing it again to see if the results would be beneficial.

A well jetted and tuned quadrajet, plus a well tuned distributor advance curve are the key to optimizing fuel mileage.
