I think the OC means open circuit. Did you have the trailer hooked up? Those things like to be connected and on level ground, then they do a bunch of calibration and diagnostics. If all else fails GTS.

I had a PO installed trailer brake controller almost burn down my truck last week... They cut spliced into the white wire from the brake light switch but they got the power off a connector on the front of the fuse block... Don't know why they just cut and left the orange wire with perfectly good 12V power and left it in the harness... Needless to say hope your trailer brake controller install goes better than guy who owned my truck before me.
