Fair enough, it just really gets under my skin when the old "we won the war for you" line gets trotted out.
I largely agree with the orginal point which is that you can't retro apply modern emissions standards to older vehicles wiothout it costing a huge amount of work if its even possible to make them comply. Re applying the standards that were set when the vehicle was new though is fair. We're starting to see a lot of rods over here using modern fuel efficient engines and our IVA (Individual Vehcile Approval) test that home built cars have to adhere to which is crazy tough will test them to the standards set for the date of the engine not the car so put a 2005 BMW engine in your rod and thats the date it gets tested to.

In reality - this attempt at making older vehicles comply with modern smog standards is nothing but political. And the best way to deal with these politicians is to threaten their rice bowl (aka re-election).
