Hot Rod from Hell Electrical Problem-Help!!!

Every time I turn around another problem presents itself with the HotRod from Hell that I got from my nephew. This time it's an electrical problem. Here is what's happening. When I turn the truck off, take the key out of the ignition and go in the house, every few minutes the wipers will turn on and make one wipe, then nothing for a little while longer, then another wipe! I have to unplug the wiper motor under the hood to keep them from coming on. It's an '86 SWB with a 350 that was swapped in place of the 305 that came with the truck. I'm finding plugs all over the engine compartment that are not plugged in, wires that have been cut and are just hanging there. Whoever did this should be bull whipped (including my nephew if he did it, but he claims he didn't). Any ideas on what might be wrong, or how to trace the problem down.

Ok, I went out and climbed under the dash to try and find this module, but really don't have any idea what I'm looking for. Can you tell me where under the dash it is located and what it looks like. Thanks for your help.

It is located on the steering column, under the access panel that is under the column. It is black plastic and an aluminum heatsink.

Ok, thanks Slonaker! I'll have to check it out tomorrow. BTW, that's one NICE looking '86 you've got there. Maybe one day I can get this HOT ROD FROM HELL to looking like yours. Thanks again.
