Removing small rust spots

What grit sandpaper should I use to remove small rust spots? I have a few forming inside of my door and i would like to take care of them now. I know I need to get some black primer to put on it once i sand it down to bare metal, right?

Anthing from 60 to a little over 100. I would take a wire tooth brush and just knock of the lose scale, clean it well, let it thoroughly dry, wet with zinc phosphate to convert the rust, lightly rinse with water, let it dry completely, and then coat it with rust convertor or sealer.

I've recently found that Eastwood's Rust Encapsulator works well to seal prepped surface rust.
