instrument cluster problems

I am putting my interior back together (from paint) Cluster is in, here are my symptons.

When I pull the headlight switch out one notch.

red high beam light comes on.
both (LH & RH) turn signal arrows come on half intensity.
fuel gage dropped from 1/4 tank to the empty mark.

When I pull the head light switch completly out (headlights on).

red high beam light goes out.
both turn signal arrows come on full intensity (much brighter).
the fuel gage drives even farther below the empty mark.

In both instances when I turn my turn signals to either left or right the arrows do flash however they stay on. Everthing other than my cluster seem to operate normally. I have tried reseating my plug to the cluster, looking for an open or short (none found). Checking the wiring at the headlight switch (no problems found) HELP PLEASE.

Gary

I agree, bad ground. Run a wire from the metal part of the rear cluster to the metal dash/firewall area.
