Charging System Not Charging

Fired up the old camper special for the first time this spring(been sleeping in the barn all winter) when i hooked up the battery it sparked even though there was nothing turned on in the truck (key off battery drain???) and it also was not charging after i started the engine. The PO converted to the new style alternator, so mabye he didn't have it wired up right? Any suggestions?

If the PO left the voltage regulator hooked up and its gone bad I think it can cause the battery to drain you might wanna check that.

1969 Fleetside:
Shortened frame for SWB, ECE 4-6 drop. ECE SS tank. All new ECE suspension. Rebuilt 12 bolt 3:73 with Eaton Posi. Front and rear disc brakes. Ramjet 350 and 700r-4 trans.

Are you certain there wasn't a dome light or headlight switch on?

I think it is the regulator, it "clicks" when i hook the battery up, I also spotted a bunch of bare wires in the underhood harness, probably just gonna swap out the whole harness with another one i have that i know works.
