Unhappy Brake issues

I went to change the fluid in my Camaro brakes after about 15 years and did it by way of opening the valves and letting it drain out. I then proceeded to clean out the m/c with a rag and then bled the brakes. I was able to get a hard pedal, but the pedal went almost to the floor. I thought maybe I should've bled the m/c now, due to possible air entering the system and proceeded to do that today. I then re-bled the brakes and am still stuck with the same responce. The pedal goes to within 1" of the floor and is hard at that point, but that's waaaaay to far in to be safe. What do I need to do that I'm not doing?
