basic steering column question

when i tighten the bracket down under the dash and instrument cluster the column now wont shift. does it need to be loose? but then there is play in the column. i'm sure something is basic i'm not getting.

this is for a 71 with a 350/350 and non tilt and the donor was a 70.
thanks
