Help with decoding a VIN ?

I have tried for two years to decode this VIN.

The only place where values have been even close is eBay Motors, 68-69 GMC truck VINs.

I *think* someone had that figured out... there's a couple GMC vin gurus here... I am not one of them.

Andy, I thought that T belonged infront of the CE part for GMC's
