Is this surface rust or rot?

Judging by the pics do you think that my wheel wells (or inner fenders, I'm not sure exactly what they are calld) still good? I'm not sure if it is just surface rust or if they are rotted through.

look at the tops where they bolt to the fenders, behind the washer bottle, thats where they start to rust.

They Look good by the pictures, but as kelsfine69 said check around the bolts.

Check under the battery tray too because if a battery has ever leaked on it then it could have some holes around that area.

I just found that out the hard way. Appartently the battery has been leaking for who knows how long. There is a softball size hole in the bottom of the passenger side fender. I couldn't see any damage to the inner fender well or the frame. I'll know in a few days when I get it all apart.

Looks like surface rust a little sanding to clean them up then some paint they would be like new
