when installing a disc brake conversion kit on my '70, is it good to use a stock disc brake proportioning valve from a 71-72?

You can use the stock 71-72 prop valve or an adjustable.You also need to change the Master Cylinder to a disc/drum one since the fluid demands of the disc setup is different from the drum/drum.
