What is this part my brain just can not remember

I believe it is a hand e-brake cover for 67-8. Not 100% though. I'm sure the experts will be along soon enough.

was that cover a option? I have never seen one on a truck in my area and I like the idea of covering the rachet on the park brake it makes it look finished.

Yes it was an option on 67-68 trucks with the custom or CST option.
