SMOG LAWS First Calif then Oregon then Your State

Oregon seems to be following suit with what ever California makes into law and I live in Oregon so whats up California ,,are you going to lobby against it ?

California Reintroduces Bill to Require ANNUAL Emissions Tests for Vehicles 15-Years Old and Older

Here they go again! Legislation (A.B. 859) has been reintroduced in the California Assembly by Assemblyman Dave Jones (Assemblymember.jones@assembly.ca.gov) to require annual Smog check inspections for vehicles 15-years old and older.

The bill would also require that funds generated through the additional inspection fees be deposited into an account which can be used to scrap older cars.
You may recall that in 2004 a new law was enacted in California to require the lifetime testing of all 1976 and newer model-year vehicles. Pre-1976 motor vehicles would remain exempt under A.B. 859. The bill has been referred to the Assembly Transportation Committee

Let me add that I am for cleaner air ,,but,,,,,,,,,,,,,and

Parts of CA certainly do have air quality issues. The LA basin, the Bay area, and the central valley all have issues, for various reasons. And it is true that air quality initiatives and regulations have improved the quality of the air, at least in the LA basin.

The problem here is that this guy is going after a part of the population that doesn't contribute much to the air quality problem.
Enacting this law will do almost nothing for air quality, and it will cost old and classic car enthusiasts more money, and will stop a lot of people from owning, restoring, classic cars.
It will get Dave Jones' name in the news, As a politician, he has to look like he's doing something.

So, while I don't complain about smog testing I donnot think this law is any good,..imo

Yeah, they need to look at who pollutes the MOST. I hate to drag them down, but let's look at the semi trucks, school and public buses, locomotives... ONE semi truck that is about 15 years old has to produce more smog than a several classic cars, maybe a dozen. Let's look at the beat up smoking trucks that pour in and out of the LA harbor every day. If they're old and in poor running condition, get them the hell off the road until they're fixed.

Now, take a classic car from the late 60's. Let's say the owner has pulled off the smog pump, installed headers, a Holly carb, open element air cleaner, and better intake manifold. Maybe install an Ignitor or HEI ignition. Forget the visual inspection. Let's inspect JUST the tail pipe emissions on this car compared to what it was from the factory. $10 says the modified motor is CLEANER than the stock motor with a smog pump... AND it will get better mileage AKA it's a "greener" car! Effing liberal A-holes! They will NOT get the best of us! NEVER!

Here in the UK all cars have to have a fairly stringent annual inspection, it makes me laugh when I see a lot of your "beaters" as they'd never be allowed anywhere near the road in the UK. For example. any corrosion within 12" of a structural point such as a seat belt mount, body mount etc is a fail, any rust hole with sharp edges in non structural bodywork that could injure a pedestrian is a fail. As for emissions its a sliding scale based on the age of the vehicle aned Hydrocarbons and Carbon Monoxide are both measured. Pre 1975 thankfully its just a visual check for excessive smoke, 75 to 93 requires you to meet one level of emissions and then 93 onwards is a lower level as 93 is when catalytic convertors became mandatory here.

The test even includes thinks like wipers, screen washers, horn, seatbelts, the aim of the headlights and beam pattern is checked, tyres, exhaust, suspension and steering components and so on.

What about this one ? Do you think it wont happen either?

Next up in Calif is smog inspections for motorcycles built in 2000 and newer. It seems bikes count for 3% of the vehicles, but contribute 10% of the pollution. It's estimated that 85% of the newer bikes are using a modified illegal exhaust with the catalyst removed, increasing their emissions 100 times over stock.
All of this because the epa has ordered Calif to meet standards by 2011 or lose federal highway funding. It seems out the 10 cities in the US with the worst air pollution, 9 are in Calififornia..

Its just a matter of time before everyone has to get into what CA does. I was in NC in 94 and no test. Now tests (At least that was what I was told and look forward to in a few months)

If they want to do something that makes sense, go after all the 2 cycle stuff (Chain saws, weedeaters, lawnmowers) They are actually worse than most cars by volume.

Common sense has long been replaced with self serving politicians.....period.

I mean really.......doesn't all that matters in regards to vehicle pollution is what comes out of the tailpipe......the f'g hood should never be lifted in an smog inspection. Check the tailpipe and gas cap and call it good. I have become so incredibly sick of government and how far they continually burrow into our personal lives and bank accounts on the fake premise that they are improving the world around us....BS.

Quite a few years ago, one of the main performance magazines took an early 70's California Nova which had the typical smog requirements of the time....pcv, air pump.....blah blah. They put a 671 blown big block in it, tuned it correctly, and guess what......it was much cleaner than the stock emission limits.

....and how many miles a year is that Nova gonna see?.......minimal.

SEMA usually fights these things hard, but I can help but think that eventually "common sense" will loose.

Let's all bow our head and observe a moment of silence for the death of "common sense"!!!

We have it in Canada. The lower mainland of British Columbia, and in Ontario. Its called Air Care here in BC. I'm not sure how it is run or enforced in other places, but here in BC you have to pass a government run and operated test every two years for 97 and newer, and every year for everything else.Its not enforced, other than you need a pass or form of pass to get insurance. After that you can put it back to however you want it, with no one to stop you. Air Care claims they have made a big difference in air quality, but I think its just that the older dirtier vehicles are being scrapped and replaced with new ones. For the amount of old vehicles still on the road, the governments should just leave us alone, but that won't happen cause the majority of voters don't drive cool vehicles.

Funny story:

A buddy of mine had a '65 Nova with a built 383 in it. He was getting on the interstate and they had a mobile SMOG DETECTOR set up on the onramp! It was a downhill ramp, so he floored it, then shut it off and coasted by them while flipping them the bird! He started it up and drove away. I love it!

In lovely Boise idaho when you fail emissions they give you a list of "approved" shops you can go to, and you have to spend $200, then they waive the test for a year. a joke for sure!!!!! and if you get caught driving with a failed emissions car its a $87 fine, i learned the hard way.

Actually, a friend from Oregon tells me that's what happened to them. A lot of Californians moved and went to Oregon. They brought a lot of their activist/environmentalist thinking with them. Also, happened to Arizona, New Mexico (Albuquerque), Idaho (Cour de Laine), and Denver.

I know of one city in SoCal that the police department targets older and modified newer cars, where the older cars are pulled over and given an underhood inspection for obvious mods. The newer cars that are flashy or louder than stock are also pulled over and given the same treatment, and if they fail the police officers visual inspection the car may be impounded. If not, you are issued a "fix-it ticket" to get it smogged.

From the California DMV website:

Owners of vehicles six or less model years old will pay an annual smog abatement fee for the first six registration years instead of being required to provide a biennial smog certification.

While I certainly agree that newer vehicles generally should not require smog check, why should their owners have to pay a fee?

Nevermind, I guess I already know the answer. Maybe I should just move back to Oregon where I belong grumble grumble mutter.

I should be grateful (believe me, I am) that I live in a county with no smog checks until you buy/sell a vehicle.

Won't happen - ever. Too many car clubs and custom builders in California. Too many auto and truck component manufacturers in California. This is at least the fifth go-around for this line of crap and the little gal representing the Los Gatos district up in the Bay Area was nearly strung up for introducing it last time.

Move along - nothing to see here. It takes mountains of money to get re-elected and the after-market part makers know where to put their's.

Yes he did and the sign at he border that told people to "visit but dont stay" sticks in other states minds probably the most ..

Welfare paid more in Oregon than most states and we were getting a lot of welfare people moving in to up thier scale of pay ,,is one way of putting it ..

Tom did get a bottle bill passed and cleaned up our beaches and I am for both of them things ..but this smog thing for our old trucks is only a way to collect monies and then take the monies and buy up all the old cars and scrap them ..a lot different than what tom McCall did ,,don't you think?

I am just inside today because of lots of rain and "ranting " and not trying to get under any ones skin,,just *****in I guess LOL

fastom, I hear ya! I don't really care whether someone is right or left, just have some freakin' common sense! There is little to none here.

But then again, I have family in Washington state that thought they were escaping the idiots by moving up there from LA about 10 years ago. Nope! They've got just as many up there; the only difference is there is a greater percentage of white idiots up there... We just have a better all around mix down here in Cali.

Actually, if you go to Lowe's or Homie Despot and look at the lawn & garden equipment, you will eventually find a little sticker saying that particular model/type engine has met CA pollution standards. I don't remember reading the exact wording, though

Bit by bit these politicians are taking away the things that make our lives worth living. It's getting harder to tell the parties apart. I think most of them don't give a damn about those of us that pay them, they are there to serve themselves, get what they can out of the job. I think we have WAY bigger things to worry about in this country than some idiot smog laws.
