Ground strap inside the tran tunnel?
What should the ground strap in the upper portion of the trans tunnel be grounded to?

Engine, or more correctly, bolt it to passenger head via one of the bolt holes on end of head, or to one of the Transmission bellhousing to engine bolts. (assuming you are talking about firewall section of trans tunnel).
