yes, the bolts turn free in the mounting holes and can be removed.

I would recommend using new hardware though if you plan on "using" the hooks as I wouldn't want to take a chance with 35+ year old bolts snapping.

Longhorn, you will need 4 bolts, 4 washers, 4 lock washers, and 4 nuts. That's all you need. Trevor

No heavy scratches/nicks on them-the other side looks the same as the one pictured.
