WIW 68 longbed... no title

Cruizin Craigslist tonight and found a 68 close by. I stopped by and it looks like a good project. Now for the bad stuff. First off, no title. Second, engine supposedly shot and tranny questionable. Third, cab needs work that's not too terrible except around the windshield - just like mine. He wants $800. Not a fan of the no title deal since I already have a cab in the garage missing one. Seem a bit high?

800 bucks for rust, engine and tranny are shot and no title?
That's a $200 truck.
You don't want to mess with anything in PA with no title. From what I've been told a few years ago, you aren't even allowed to have that thing or let it change hands.
I agree on the parts truck comment.

Guy sent me an email stating he lowered the price to $650. I told him if he was willing to part with the front clip I would be happy to get it. I just don't have a need for a whole parts truck hiding in my garage taking up space. If I lived in the countryside though....
