ccsb teaser and brake question

Well, I tore into the truck tonight to get it ready for the cut on saturday. Here is the stuff I pulled, the incision area, and what is that thing in the last pic? It looks to be some kind of valve that changes the braking as the suspension moves. Enjoy!

Rear brake proportioning and shut-off valve. If you brake hard enough with an empty bed, it is supposed to keep the rear wheels from locking up if the cab nosedives. Good idea, I don't know if it really would decrease the stopping distance, but it would let you concentrate on a panic stop without the screaming tires skidding across the pavement.

like this, then plate the inside. Should I do bolts too? Is the brake proportioning valve stock? Can I/Should I get rid of it?
