California emissions legislation
New legislation has been introduced in the Senate to repeal the current emissions test exemption and replace it with one that will only exempt vehicles that are older than 45 model years on Jan 1, 2005. Contact your senators!!!

No big deal as long as there is no equipment inspection.
It is fairly easy to tune a carb to pass the tailpipe test. Now, if they start looking under the hood for crap like EGR valves, air pumps, heat risers, etc. then millions of people are screwed.

Considering that most vehicles up to mid 60s didnt have any emmisions equipment, I dont see that this one is gonna go far.
Yellowgmc-If its out there, SEMA is already workin on it.

I had a cop look under the hood of my 68 before. Right when I opened it I gave him like 2 seconds to look then closed the hood and said that it was a pre 73 car and did need smog so he cant do anything. All he could get me for was no front plate.

California BB owners...
My '72 was originally a CA emmission vehicle with the 350. When the BB was put in, none of the emmission equipment was required for it to pass the visual. I personally have only licensed it in WA but maybe BB's fall under different rules? Something to maybe investigate...

God I'm glad I was only stationed in that state a couple times! Someone should introduce legislation to ban the smog testing on the grounds that the testing process causes vehicles to run unnecessarly which adds to the pollution. HA! Take that!

"Pops" is correct, this is a serious issue. Warning! Senate Bill #708 impacts all of us who own older cars & trucks. The proposed law changes the expemption of state required inspections from: pre-1974, to: pre-1960, effective Jan. 2005. Smog equipment has nothing to due with this. The problem is that the state determines what emission levels are acceptable. This directly effects us. Do not take this lightly, talk/write to let your opinion known.

Stationed in CA?
My son has a '96 GMC with 4.3 Vortec V-6. It is registered, licensed and insured in Arkansas. It is titled and tagged in Arkansas. However, he is stationed at Travis AFB, near Vacaville.
He had to pay about $40 for the inspection, just to register it on the base. In Arkansas, we have no inspections. The governor swore that he would make it possible to renew tags over the internet. My tags expire the end of March, and I haven't even gotten a renewal notice. All I have to do is call 'em (with a credit card) or go to the revenue office or hit the 'net. My '69 runs Antique tags, which I bought for $7.00, and they never expire. I can drive it all I want. The only requirement is that the vehicle must be 25 years old, or older, and you must have another vehicle registered in the state of Arkansas. I feel sorry for the citizens of California, if this bill passes. It would be a terrible blow for all who own/drive "old" cars and trucks. Doesn't California also require PCV valves on all vehicles manufactured from 1955-on? Even though the US didn't start with them until '62. I may be wrong, but this is what I've been reading/hearing, for a long time.

From what I have heard, a freind that works at the EPA office, the manufactures are behind this bill becuse it will outlaw a lot of older cars and trucks which can be grabbed by the state and make people replace them with new cars and trucks.

A sign of the times. When the federal budget
went into the black during the (Geez I hate saying this) Clinton Administration, most state budgets were going the opposite direction. Now MOST state budgets are in the red. People talk about how the federal government is growing. Its NOT compared to State and local governments. The real threat to your freedom is from your local and state politicians who, through mostly well intentioned efforts, chip away at our freedoms everyday. The comment about auto manufacturers being behind this bill. I can beleive that! I think the Detroit crowd will do anything to fatten their botom line, including a ban on old vehicles. (Well what do call a bill that requires unrealistic emmissions goals for old vehicles... I call that a ban) Slowly but surely out "inalienable rights" such as the "pursuit of happiness" are being erased from the Declaration of Independence. I get a lot of pleasure from driving this old truck. It is a constant reminder of a very happy time in my life while growing up in a small town in Tennessee. I keep it running as smoothly as my budget will allow...it doesn't puff clouds of smoke or make loud irritating noises. All it does is RUN. Thats all its ever done since I bought it about 8 months ago...is RUN. It doesn't look the greatest, but I figure my dollars are better spent on mechanicals than a new paint job. I don't know how much more time I have left on this earth, but I hope I can spend it tooling around town in this old truck. Jim M. Mt Juliet |

I am sooo glad i dont have to pass any emission test. If so my truck would proably fail it, unless i jetted it a little leaner prior to the test . And yes, the great state of California figures that if more people buy newer vehichles, more taxes for the state, and more money for the economy, and less smog. It sure looks good on paper, and it also looks good to anyone that isn't into driving an old car or truck like we are. The government is overlooking the fact that few cars and trucks from that era are still being used. Go drive down the road, look in parking lots, ect. Nine out of ten of the vehicles you see are post-1985, and all with EFI. Our "earth-killing" carbureated vehicles aren't numerous enough to make a real controbution to the smog problem. Sounds like the state legislature needs to either get out more or do some research....
