I don't mean to toot my own horn......
is what i would be saying if my horn actually worked
in the 2 months i've had it i never once checked to see if the horn works. the previous owner did switch out steering wheel so who knows. i went to the fuse box to check and of course all the writing has rubbed off so i have no clue what is what! are all 82's fuse box the same? if so where/what should i be looking for? My horn doesn't work unless I pull the steering wheel cap (or wheel itself) and short out the button in the column. Looks like the plastic button trigger in the column is broken on mine. Got to do some soldering...

if this is a custom steering wheel swapped out. Check under the cap for ground wire, make sure the tab is connecting. The little tab for the horn. I just had this same problem when installing a custom steering wheel.

i had the same style wheel on mine before i swapped it with a grant. the horn worked but only if i touched the little "button" inside the steering wheel with something metal (easy to see when you pull the horn button off the wheel) i think there's a contact spring or something that's supposed to go in there that you're missing.

check ground wire coming off of the horn its self. should be located somewhere in the rad support

inside the steering wheel you should see a little button with like a green ring around it. push it with a screwdriver and see if your horn actually blows. if it does, then you need to find or buy that spring/wire than goes from the cap to inside the wheel.

From the looks of it, you're missing the little tab that slides down in that makes connection, so your horn won't work. I'm thinking these are sold in kits. I'm not sure. In the first pic, I've circled where the tab should go. The second, I circled the connection area. Hope this helps.

in the first pic, upper left of the steering wheel nut, i'm not really sure how to circle it lol but it you poke that with the metal end of the screwdriver, your horn should go off. and yes you will need the horn contact wire and retainer, the nut you don't need cuz it's already holding your steering wheel on

Don't forget to check the HORN RELAY under the dash which is typically mounted to the same metal bracket as the chime speaker. There is two or three black plastic boxes mounted to the bracket, usually to the right of the steering column and left of the tunnel hump and right above the carpet line, at least this is where it is on the 87' models. The suggestioin Tazman gave you about the ground wire to the core support is also a good one. Otherwise, i feel you have a missing part in the horn cap at the steering wheel.

ok the top left place the gmc guy pointed out does in fact make the horn toot! so i will still need a couple parts shown in the lmc break down correct?

ya you'll need the contact wire that touches when you press the horn button. i never actually bought the parts needed to make the horn work with the newer wheel. it came with the truck when i bought it, and i thought it was fugly so i put a gt grant on instead. but i'm very confident that those couple parts from lmc posted above with do the trick for ya!
