not getting fuel to carb

a week ago i got my 86 c10 out after sitting for 2 months. it was running fine. i managed to drive 15 miles to work then on my way home it started stumbling and falling on its face. it died a few times and i managed to limp it home. figured out it was a fuel problem. i dropped the tank, replaced the sending unit, replaced all of the rubber lines from back to front, replaced the fuel pump and a new eldebrock 600. no vacuum leaks, timing is dead on at 12 degrees, the truck fires if i crank it for a while but the fuel filter is not filling up with fuel so it will run for a few seconds then die. if it does manage to fill up half way or 3/4 when i shut the truck off it empties back down through the fuel pump like theres an air leak, but everything is new so there shouldn't be any leaks.so it wont start cuz the fuel isn't getting to the carb. any suggestions?
