Have no idea what year. Did they come out of a Dodge Van?
There is a single Buddy storage box console on Ebay 4 sale. Then all you would need is a frame. Which a welder and some bed frame metal would make a decent frame.

They were in a square body suburban just in there in the back not mounted I think some body stashed them there
