C10 1970 Chevy V8 Truck

The defroster/heater won't work... Why? I turn the swith and nothing happens. I belive the heater core is good. Is the switch bad under the dash? Near the distrubuter is a adapter with a blue & black wire, where does it go? In the LMC book identifies it as a voltage regulator...... Any input will help. Thanks for your time.
