292 I6 exhaust man. question

I have a 292 in my 66 and the heat riser butterfly is leaking around the shaft. I am considering just pulling the butterfly out and brazing the hole shut. Im trying to quiet down my exhaust leaks, im tired of hearing the little ticking sounds. The butterfly doesnt even work because the spring is gone. Does anyone know if i can pull this thing without having any adverse effects? Is a spring availible? Maybe i can fix it and make it work again?

What year 292?
Some have counter weight type riser, some have spring type, some have a vacuum pot for control.
Got a pic!!

You can weld it shut but in that cold climate you are in you will probably have some cold weather driveability problems.
