Camaro 4 spoke steering wheel

Took this off a van tilt I've had for a while. Nice shape, not all worn smooth like some are. $40 shipped in the lower 48

Is all of the horn hardware there? Is it black, or brown? Is the rubber sticky at all?

The horn button and hardware for it are all there, it's black and not sticky.
