Bolt attaching front fender to upper cab?

Guys, of all the trucks I have had, none of them have had this bolt. My question is, where the fender meets the upper cowl on the cab, there is a very large bolt hole on the fender, and a normal size thread hole in the outer cowl panel, if that makes sense. What goes in this hole? I am referring to the last bolt going towards the cab on the top inner side where the inner and outer fender bolt together. It almost looks like it could be for a cam-style bolt for adjustment. Am I correct? Where can I get this bolt? It is most definitely not the same as the others that go on the fender.
