I'd call an inspection station... this is kind of iffy...
s. Head lamp is covered by any lens or cover located in front of the head lamp which is any shade or color other than clear. taken from...texas vehicle inspections let us know when you find out... I was thinking about a phantom grille also |

the way I take it from the code is a phantom grill should be no different that a brush guard, simialar to whats on my yukon, I have the thin rods going across in front of them. My guard is legal, so the grill should be also...
I'll have to get a better pic of the brush guard across the headlights, but you get the picture..

t. There is physical damage that would obviously cause a headlight beam to fail to illuminate the roadway ahead of the vehicle sufficiently. those two sugges that if the phantom made it unable for you to see the road you wouldnt pass inspection... take it off at inspection... haha like people used to do back in the day with illegal hi-performance exhaust setups... bolt up the stock one for inspection... then switch back... haha
