3 OTT steering column help

I have a 68 that has a three speed column shift. My problem is, when I shift gears the piece between the steering wheel and the shifter sleeve (that houses the turn signal/ hazard light/ cancelling cam etc) rotates with the shifter sleeve. Its not a lot but enough that it wears the wires inside and then crazy things happen (my horn blows when i shift gears or turn signals come on) not sure if I'm missing something or if a part is broken. Any help would be greatly appreciated.
