Sway bar install

Just got a sway bar kit for my 65 Burb. Both of the lower arms have what looks like plasma cut holes where the links should mount but no holes or provisions in the frame. It's a CPP kit and the instructions leave a lot to be desired. And help would be appreciated.
Drill holes ?
Get new lower control arms ??
