old rim help please

would anyone know the best way to resurface these? i have them on my truck now but theyer rough and i love these rims and want to keep them when i do the project but i want to make them look new again

are you talking about the paint or the polished part? or all of it?

Those are clear coated rims arnt they.... I need to know how to remove the clear to clean and RECLEAR
