1971 chevy suburban 4x4 frame ??

I was just cleaning the undercarriage on my days off and noticed there are two plates welded near the rear of the rear leaf spring mounts.Are they suppose to be there ? Im guessing it was from a hitch.

I got dizzy looking at the sideways picture...

Maybe there was a crack or rusty spot that was covered up. Hard to tell.
