help! disconnected steering column piece?

hi guys. doing some maintenance and installing oil gauge and noticed this splined rod through the steering column bracket. it has brackets on either side and there is a loose piece above it just hanging. I have no idea what it is or does. it rotates freely and not apparently hooked to anything

Part of the clutch pedal assembly.

It's the optional short clutch pedal arm without the pedal. You needed a really beefy leg but the pedal travel was amazingly short.

Why would they cut it off when it slides right out? Looks like a nice shin ripper in an accident.

it's all the way up by the dash. I guess next time I'm in there I will take it out but I doubt anyone's legs could get up in there
