1969 gmc c15 Fuel gage

The fuel gage has been stuck where it is in the picture since I got it. I have replaced fuel tank and sender. I gave got reading of 55 ohms where the blue circles are at in the other picture. Was wondering if I'm missing something or if the fuel gage is messed up. Also when I turn the lights on the heat gauge goes to hot. Have been told it's a ground problem. What is the best way to address. Thanks again
