What does the circled part actually do? How do I access it's connecting part(s)? Is it attached to a damper, and if so, is there a seal or rubber attached? Ultimately, could this part allow hot air to affect air conditioning / cooling?

Before you address that cable you need to run vacuum to the pod on the side of evaporator housing in the upper right corner of the pic.

The vacuum valve just in front of your circle needs to be hooked to the damper arm.

Big ditto on this....as well as the other air/solenoid unit in the foreground which appears to be not only disconnected but wired into a certain position.

fleetmitch It looks like you've got to troubleshoot your vacuum lines on your a/c system before you dig any deeper. Without this vacuum control operating...and they currently are not hooked up....you won't be seeing much in the way of a/c.

If you take the cowl off you will see the flapper. It keeps outside air from entering the cab through the blower Motor. I have sealed mine off totally and took the vacuum line out. My AC runs great. It's on what the late models call MAX AC, not blend which is what you get when you have the flapper hooked up and operational. If the vacuum is not working correctly it will open and let hot outside air in + if it's all the way shut it's not a perfect seal. In other words your always adding fresh hot outside air to the AC system with the flapper opened any at all.
Just for good measure I have a manual hot water valve in line on my heater core to stop all water flow through the heater core. Any hot water coming through it to the cab will keep the temperature up inside the cab.

I think there is some confusion. The part the OP is asking about is the blend door (hot/cold). You can see the door in Benny's picture.

The vacuum motor is for the recirculating/fresh air door.

If there is confusion, I started the confusion. The valve/door he was asking about appears to be ok. I noticed the vacuum actuator for the cowl damper is not hooked up, and mentioned that.

Not really confused. I figure he could figure out the cable by the picture posted. I was just giving him some more info on his AC for the vacuum canister if he wants to go that route.
