69 c10 250/4spd won't start

I have a 1969 c10 that has a stock 250 ( minus the hei) and cannot not for the life of me get it to hit. I've checked timing new plugs and wires checked voltages cleaned carb and turned it over by hand and made sure each plug was lighting. I'm using ether as the fuel source just to see if it can crank. I ran a 12 gauge wire from hot post to BAT on dist and added a body and frame ground. What am I missing here ?
