When I bought my truck it had a coat of primer on it in some places and a coat of primer over paint in other places..
My question is, how far down do I sand it off to?
Bare metal?
In some places in my truck you can see discoloration, looks like the rust color is going through the primer.
What I want to do is sand everything down and put a new coat of primer and eventually paint it...
I am just not sure on how much to sand off...

The original paints/primers adhere & seal quite well so the discoloration within the new primer could be rust forming. Not all primers are equal in quality. Someone might have sanded through the original to the bare metal then just applied some cheap stuff which absorbs moisture & allows rust to form.

If you cant do all @ once, fix the spots where the rust is forming. Strip them down, re-prime w/some quality primer, & then seal them w/some paint that won't absorb moisture.

Hey is it not a good idea to use primer from a spray can?

Should I go and try and find a air compressor and use a paint gun, which I do not have.

Also, I should probably try and find an electric sander, instead of doing it by hand..... right?

The best answer to your questions is.... do you want to find yourself back in the same position you are in now later on when you are ready to paint it?

My opinions of primer and paint:
The only way to do a proper primer and paint is to strip whatever is on the metal surface all the way down to the metal. Once you're at the metal you can see where the rust is (check both sides of the metal suface if possible) and deal with it accordingly (rust through will require surgery, or just remove superficial rust). You may find it very difficult to strip the paint/rust with just sand paper, or maybe you'll find you're using a lot of sandpaper. Stripping paint with wire brushes attached to drills also worked well for me, it scraches the metal up a bit but a good primer coat covers that. Once the paint is removed, you clean the metal, wet sand with 500 or so, then dry thoroughly with acetone or something, then apply a nice primer, sure you can use primer out of a spray can, just make sure you do the proper number of even coats. If you're talking about doing your whole car then you might want to think twice about the spray can idea. After the primer sets, you've got to wet sand that down to a nice even surface and then apply the paint. Then you're done! easy enough.
