It was at attached with larger washers on my truck worked fine.
Is this garbage?

I wouldn't say it was "garbage" at all !! If the rest of the shroud is good and no cracks or other broken sections? If I were local I'd be after it in a heart beat. My shroud for my '71 4x4 also had broken upper tabs like that. Could not find one locally so took an old shroud with a couple flat sections I cut out of it and made a "doubler" style patch using two part epoxy cement. Been holding tight now for 11 years with no problem at all.
4x4 shrouds are just not laying around in a salvage yard begging to be bought, LOL.
