tailgate not laying flat when open?

I just got done installing my tailgate after doing a rear fuel tank and bed wood fix. What did I do wrong? do the trunnions matter what side they go on? its a 1971 c10 lwb. looks like the top hinges only go on only one way, but one is tight holding the tailgate up while the other is loose. it would lay down all the way before I took it apart. any ideas? thanks

Sounds like your upper tailgate links (strap hinges) are switched there is a right hand and a left hand.
The lower trunnions are interchangeable.
